Universitas Pembangunan Nasional “Veteran” Yogyakarta (UPN “Veteran” Yogyakarta or UPNVY) is a prominent Indonesian public university located in the Special Region of Yogyakarta, a city widely known as one of the nation’s foremost centers of education, culture, and tourism. Often referred to as the “City of Students,” Yogyakarta hosts numerous leading universities and provides a vibrant academic atmosphere that attracts learners from across Indonesia and around the world. Beyond its strong academic reputation, the city is also celebrated for its rich cultural heritage—ranging from classical Javanese arts and traditional performances to historic sites such as the Yogyakarta Palace, and world-renowned landmarks like Borobudur and Prambanan Temples.

Established with a strong historical foundation and a mission rooted in the spirit of Bela Negara (State Defense), UPNVY has experienced significant development since its early years. It was originally established by Indonesian Independence Veterans under the name Akademi Pembangunan Nasional “Veteran” in nineteen fifty-eight (1958), started with only three academic departments. Today, the university has grown into a comprehensive academic institution encompassing five faculties, offering a diverse range of programs including one diploma program (D-3), twenty-one undergraduate programs (S-1), twelve master’s programs (S-2), and one doctoral program (S-3).

A significant milestone in our journey occurred on October 6, 2014, when UPN “Veteran” Yogyakarta officially became a public university under the Ministry of Education, inaugurated by the 6th President of the Republic of Indonesia, Prof. Dr. Susilo Bambang Yudhoyono. Since then, we have continued to strengthen our role as a higher education institution that integrates academic excellence with national values, particularly the spirit of bela negara, or patriotism.

 With its commitment to academic excellence, innovation, research, and community service, UPNVY continues to empower students through high-quality education in science, technology, social sciences, and business. Beside the regular program (self-funded for undergraduate and post-graduate program), UPNVY provides the scholarship namely Wimaya International Scholarship (WIS). WIS scholarship provides two types of funding pathways for international applicants: Partial WIS and Full WIS.

Universitas Pembangunan Nasional “Veteran” Yogyakarta (UPNVY) welcomes prospective international students to apply for its Regular Program, offering Undergraduate (S1), Master’s (S2), and Doctoral (S3) degree opportunities. Applicants are required to meet the following requirements:

General Requirements:

  1. Graduates of Senior High School (SMA/SMK/MA) or equivalent who have passed the equivalency exam (Paket C) for Bachelor’s (S1) applicants. Graduates of a Bachelor’s (S1) program for Master’s (S2) applicants. Graduates of a Master’s (S2) program for Doctoral (S3) applicants.
  2. Age Requirement:
    1. Bachelor's program: Maximum age of 20 years at the time of application.
    2. Masters's and Doctoral programs: No age limit.
  3. Bachelor’s applicants must have at least one non-academic achievement during their high school years (SMA/SMK/MA or equivalent). These achievements must be at the International and must be proven with certificates and/or medals.
  4. Bachelor's applicants must have academic, supported by a certificate of achievement or a report card with an average score of at least 7.5, 75, or B.
  5. Upload proof of achievements (maximum of 3 documents).
  6. Demonstrate English proficiency with one of the following certifications:
    1. IELTS: minimum 5.5 - 6.5
    2. TOEFL iBT: minimum 80
    3. TOEIC: minimum 693
    4. TOEFL CBT: minimum 213
    5. TOEFL PBT: minimum 480 (for regular program), 500 (for partial WIS), and 530 (for full WIS)
    6. Duolingo: minimum 100
  7. All required documents must be translated into English.
  8. Passport and Visa Considerations:
    1. Applicants with a refugee status stamp on their passport are not eligible.
    2. This year, the WIS Scholarship is only open to international students who are ASEAN citizens.

Wimaya International Scholarship (WIS) Requirements:

  1. This year, the WIS is open only for Master and doctoral degrees.
  2. Graduates of a Bachelor’s (S1) program for Master’s (S2) applicants. Graduates of a Master’s (S2) program for Doctoral (S3) applicants.
  3. Age Requirement
    1. Masters's and Doctoral programs: No age limit.

  6. For Doctoral (S3) applicants: Master’s (S2) transcript, 2 (two) recommendation letters from previous supervisors, brief research proposal.
  7. Curriculum Vitae (CV).
  8. Motivation Letter.
  9. National ID Card (Passport or equivalent).
  10. English proficiency certificate.

Selection and Interview:

  1. The administrative selection will be conducted by the university and the selected applicants will be informed by email together with the detailed interview selection.
  2. The interview selection details will be sent via email.
  3. Applicants will be scheduled for an interview conducted in English.

After obtaining the ITAS and being officially admitted to the program, students are required to complete several administrative steps, including tuition payment (for regular programs), academic registration, and student ID card issuance.

Procedures
  1. Arrival and Reporting
    Students who have obtained their ITAS and arrived in Indonesia must report to the Office of International Affairs (OIA).
  2. Administrative Verification
    The OIA verifies student documents and confirms their eligibility to proceed with registration.
  3. Tuition Payment
    Students (for regular programs) complete the tuition payment through the designated bank.
  4. Academic Registration
    Students proceed to the Academic Section (Registration Counter) to complete the registration process.
  5. Student Academic Facilities Processing
    The Academic Section processes the student data, prepares the student ID card, official email, and attaches the student’s photograph, followed by the orientation day hosted by OIA team.

Requirements for New Study Permit Applications:

International students must submit these documents through the host university:

  1. Application letter from the university addressed to the Director of Institutional Affairs, Directorate General of Higher Education, Research, and Technology (will be made by OIA).
  2. Personal data and study program information of the applicant.
  3. Letter of Acceptance (LoA) from the Indonesian university.
  4. Copy of academic diploma/transcript from the latest education level (must be legalized. Check the terms and conditions [here]).
  5. For an Indonesian study permit, a passport with a minimum validity of 30 months (per July 2026) for a 2-year study permit. It is strongly advised to renew the passport to the maximum time allowable before starting the application process to avoid immigration issues [here]).
  6. Statement letter (signed and stamped. Check the terms and conditions [here]) declaring that the applicant will:
  • Not work,
  • Not engage in political activities,
  • Obey Indonesian laws.
  1. Sponsor/guarantor statement (from the university or a legal individual/entity in Indonesia). Check the terms and conditions [here]).
  2. Proof of financial support (e.g., bank statement, scholarship letter).
  3. Medical certificate from a certified hospital or clinic. (check the terms and conditions [here]).
  4. Passport-size photo (color, with specified background—commonly red or white. Check the terms and conditions [here]).
     

Requirements for Study Permit Extension:

In addition to the above documents, applicants must include:

  1. Most recent academic transcript (showing study progress. Check the terms and conditions [here]).
  2. Scan of KITAS (Limited Stay Permit. Check the terms and conditions [here]) and STM/SKLD (Police Registration Certificate. Check the terms and conditions [here]).

 

Application Procedure:

  1. The international student submits all required documents to the university's Office of International Affairs (OIA).
  2. The university applies via the official Study Permit Application Portal: https://izinbelajar.kemdiktisaintek.go.id.
  3. The Sub-directorate of Institutional Cooperation reviews, verifies, and processes the documents.
  4. If approved, the Director signs the study permit digitally with a certified e-signature.
  5. The study permit is sent to the university, which forwards it to the student for visa (VITAS) and immigration processing.

To study in Indonesia, international students are required to obtain a valid visa prior to their arrival. A visa is an official permit issued by the Government of Indonesia that allows foreign nationals to enter, stay, and study within the country for a specified period of time.

To apply for the visa, foreign students must contact the Office of International Affairs.

Inbound students are required to purchase comprehensive insurance that covers trip cancellation and alteration, medical and other emergency expenses, travel and associated costs, baggage and personal belongings, personal accidents, as well as repatriation of mortal remains and other related expenses. The insurance policy must be valid for the entire duration of the student mobility period in Indonesia.

In addition to international travel insurance, students are also encouraged to consider local health insurance options available in Indonesia to ensure easier access to healthcare services during their stay. Some commonly used health insurance providers in Indonesia include:

  • BPJS Kesehatan (Indonesia’s national health insurance program), with contributions ranging from approximately IDR 100,000 to 200,000 per month depending on the class of service. This scheme provides access to public healthcare facilities across Indonesia.
  • Private health insurance providers, such as Allianz Care Indonesia, Prudential Indonesia, AXA Mandiri, Cigna Indonesia, and PT Asuransi Takaful Keluarga, which offer more comprehensive coverage, including access to private hospitals, shorter waiting times, and broader medical benefits.

Students are advised to carefully review the coverage details of their chosen insurance plan to ensure it meets both personal needs and university requirements.

 

The Wimaya International Scholarship (WIS) supports international students studying at Universitas Pembangunan Nasional "Veteran" Yogyakarta (UPNVY). Each awardee will receive a Letter of Award specifying the scholarship duration for each academic year.

Scholarship Continuation Requirements:

  1. Maintain a minimum GPA of 2.90 on a 4.00 scale each semester.
  2. Submit a semester progress report biannually, in February and August.
  3. The continuation of the scholarship is subject to evaluation based on the student’s academic performance (GPA) and submitted progress reports.

Scholarship Duration:

  1. Master’s program: up to 2 years
  2. Doctoral program: up to 3 years

Additional Provisions:

  1. The WIS allowance will be provided no later than one month after the Yudisium period.
  2. The allowance is provided on a monthly basis, starting from the student’s official arrival in Indonesia and continuing until the date of study completion (Yudisium), whichever occurs first.
  3. The maximum duration of the allowance is 24 months for Master’s degree programs and 36 months for Doctoral degree programs. This maximum duration serves as a limit and does not guarantee full entitlement if the study is completed earlier.
  4. Any delay in arrival to Indonesia will not extend the total duration of the scholarship. The allowance will not be granted beyond the study completion date under any circumstances, even if the maximum duration has not been fully utilized.
  5. Study leave is not permitted during the scholarship period.
  6. If a WIS awardee stays outside Indonesia for more than 30 consecutive days, the scholarship allowance will not be granted for that period.
